Fixes TANSTACK-COM-22S. The issue was that: Floating-UI's FloatingPortal accesses ownerDocument on null container during iOS Safari SPA navigation.

• Introduce isMounted state and portalRoot ref to manage portal rendering.
• Use useEffect to safely set portalRoot to document.body only in a browser environment, preventing SSR errors.
• Conditionally render FloatingPortal and explicitly pass document.body as its root.
