What Does This Do

Adds a check to avoid computing the merge base when building the PR information when DDCI legacy mode is being used. The check looks for REQUEST_KIND_LEGACY_REQUEST in DDCI_REQUEST_KIND.

Motivation

In legacy mode, the TARGET_SHA envvar doesn't contain the expected value, causing the computing merge base when running on a PR to either have an unexpected value or fail altogether.
