[Problem/Bug]: In some circonstances the pdf viewer displays greyed buttons and no scroll bar

What happened?

Sometimes the pdf viewer toolbar displays greyed / disabled buttons, no scroll bars and number of pages 0 / 0

Sometimes immediately after the first navigation, sometimes after a while.

Importance

Moderate. My app's user experience is affected, but still usable.

Step to reproduced with WebView2APISample

1. copie the fixed WebViewRunTime (corresponding to the platform x86 / x64) to the platform Release directory of the WebView2APISample
   ex:
   ...WebView2Samples-main\SampleApps\WebView2APISample\Release\x86
   ...WebView2Samples-main\SampleApps\WebView2APISample\Release\x64

2. Modify void AppWindow::InitializeWebView() so WebView use the fixed WebViewRuntime by setting the subFolder parameter
   ex: subFolder = L"Microsoft.WebView2.FixedVersionRuntime.144.0.3719.115.x64";

3. Launch

4. Past the url: https://www.adobe.com/support/products/enterprise/knowledgecenter/media/c4611_sample_explain.pdf
   The bug is reproductible with some pdf but not all. It can be reproduced with this one.

5. Click "Go" button

6. Wait for at least 10 minutes (11 minutes is good)

7. Press F5

8. The pdf is reloaded and displayed but :

• there is no scrollbar
• toolbar buttons of the pdf viewer are greyed / disabled
• number of page is 0 / 0

8. If the issue is not reproduced the first time, close the application and try again.
   Sometimes it happens immediately, after the first navigation, sometimes after waiting at least 10 minutes.
